In just under two decades, Albania has made significant economic progress and has legislated intellectual property rights, copyright, plant varieties, design patterns, and integrated circuits. It is becoming a member of more international intellectual property conventions and treaties and has various free trade agreements across the region. To accelerate this, structural reforms aim to increase productivity and competitiveness, create more jobs, and improve governance and public service delivery.

The National Intellectual Property Strategy of Albania defines that the IP system should be one that "ensures effective protection of IP objects, encourages creativity and innovation in the service of stimulating economic growth and cultural and scientific development in the Republic of Albania."

The challenges to the system that remain a concern, among others, are the need to further develop and implement the National Intellectual Property Strategy, prevent and fight high-level piracy and ongoing counterfeiting, increase awareness of IP, as well as strengthen and build the capacities of specialized IP entities.

The PPISHZ project supports the development of the capacities of Albanian IP institutions to consolidate improved framework conditions for businesses, their competitiveness, and, in general, for market systems.

In 2018, the Technical and Scientific Information Center for Intellectual Property was established at “Fan S. Noli” University of Korçë. The function of this center at the university encourages and fulfills an important link for scientific research and development.

The establishment of this center is highly significant and serves to raise awareness among students, academic scientific staff, inventors, and professionals involved in scientific research work. It aims to encourage them and protect their rights through registration with the General Directorate of Industrial Property (DPPI).

The DPPI has placed special importance on collaborations and the development of activities with universities and high schools. This is an excellent way to educate the younger generation about respecting intellectual property rights. In 2017, a Cooperation Agreement was signed with the 'Ismail Qemali' University of Vlorë.

The agreement aims to raise awareness among students, academic staff, and professionals involved in research and scientific work about the rights they hold over their creations, to establish an effective information system for inventions in various fields of science, and to develop related activities.

The Technical and Scientific Information Center was established at "Ismail Qemali" University of Vlorë. The creation of this center in 2017 was also a significant step toward promoting and raising awareness about intellectual property. The function of this center will be to facilitate access to information on industrial property, particularly patents for inventions, for students and all interested individuals in the city of Vlorë.

In order to encourage development in the field of science and technology and to promote creative and research work, a cooperation agreement was signed on 08.03.2013 between the DPPI and the Polytechnic University of Tirana. To achieve the objectives of this agreement, the Technical and Scientific Information Center was established at this university. The main goal of creating this center is to raise awareness among students, academic scientific staff, inventors, and professionals involved in research work about the importance of protecting industrial property rights.

The Cooperation Agreement is signed between the General Directorate of Industrial Property, represented by the General Director Mrs. Rovena Beqiraj, and the "Eqerem Çabej" University, represented by the Rector Mr. Bektash Mema.
The purpose of signing this agreement is the establishment of the Technical-Scientific Information Center at this university, educating young people in the field of industrial property by encouraging creativity and innovation, as well as the development of joint activities such as seminars, conferences, exhibitions, and various trainings aimed at raising awareness among students, academic staff, and research-scientific staff about the role of protecting rights over inventions in the development of science and technology in the country.
On this occasion, the representatives of the DPPI offered an informative lecture in the field of intellectual and industrial property, focusing primarily on patents for inventions.
Additionally, the students were introduced to ESPASNET – a search engine in the Albanian language (made possible through collaboration with the European Patent Office), where students can search for various inventions by field, a tool that can assist them with their thesis work.
