The Memorandum of Cooperation is signed between the General Directorate of Industrial Property and the National Chamber of Intermediaries.

The General Director of DPPI, Ms. Ledina Beqiraj, signed the Memorandum of Cooperation between the General Directorate of Industrial Property and the National Chamber of Intermediaries, represented by Ms. Drita Avdyli, in her capacity as the Chairwoman of the Chamber.

The main objective of signing this cooperation document is to identify mechanisms and modalities for disseminating information related to industrial property rights. In cooperation with intermediaries in the National Chamber of Intermediaries, the aim is to provide the necessary information to entities/businesses and/or various users of industrial property. Organizing joint activities, internships, practical training, or meetings to provide practical knowledge on industrial property issues, as well as the mutual exchange of information between the two institutions, will be the main pillars of the cooperation.

✍ Mr. Nezir Gashi, Director of the Industrial Property Agency, described the cooperation with the General Directorate of Industrial Property of Albania as very important. He emphasized that the exchange of experiences between these two institutions is a great contribution to the further development of the field of industrial property in both countries.
After the presentations made by both parties regarding their institutional activities, the discussion focused on finding ways and modalities to strengthen the ongoing cooperation between the offices.
The cooperation agreement foresees the implementation of joint activities primarily in the promotion of industrial property, as well as strengthening the national industrial property systems.
The Monitoring Committee, established by representatives of both institutions for the implementation of the agreement signed in Pejë, will continuously follow the activities planned in this field.
After assessing the needs and drafting the action plan, the next visit will be from the counterpart delegation of Kosovo, scheduled to take place within 2020.

"Promotion of 'Made in Albania' Products"

The event for "Made in Albania" products was held, organized by the Ministry of Finance and Economy and the General Directorate of Industrial Property, under the slogan "Protect industrial property rights through registration at DPPI."

The importance of promoting DPPI services was emphasized, which have been available online for all interested parties since July 15. For DPPI, it is very important that the application process is as simple, straightforward, and easily accessible for citizens, so that interested parties do not waste time at counters and long queues.

Two businesses and registered trademarks with DPPI, Tradita Popullore – Edlira and ONUS & VIP TIE 3D, shared with the guests their experiences in the Albanian market and the importance of registering industrial property rights.

Provision of services as Assistant to the Resident Twinning Advisor (hereinafter “RTA”) under the Twinning Project AL 17 IPA FI  01 20  “Strengthening the Protection and the Enforcement of Intellectual Property Rights” with the objective of supporting the Republic of Albania in aligning the standard of protection and enforcement of Intellectual Property Rights with EU Best Practices in order to effectively conduct accession negotiations and successfully manage overall EU integration and pre-accession assistance.

SCOPE OF THE WORK

RTA Assistant will provide administrative support and accounting assistance to the Resident Twinning Adviser (RTA) and Twinning Partners during the whole duration of the Twinning Project and, in particular, support the effective delivery of the Twinning Contract mandatory results, ensuring a good flow of communications and coordinating the different Twinning partners; administrative support on a daily basis to the Member State`s experts involved for short-term working missions to the Beneficiary Country within the Project’s framework.

He/she will also provide linguistic assistance (interpretation and translation), in Albanian/English, during the implementation of the Twinning project.

He/she will work under the supervision of and report to the RTA.

Raporti vjetor i Drejtorisë së Përgjithshme të Pronësisë Industriale është një instrument i rëndësishëm transparence dhe llogaridhënie në të cilin ne synojmë të prezantojmë rezultatet dhe punën tonë gjatë harkut kohor të një viti kalendarik.Drejtoria e Përgjithshme e Pronësisë Industriale ka si mision të forcojë mbrojtjen e pronësisë industriale brenda territorit shqiptar nëpërmjet njohjes, regjistrimit, dhe promovimit të këtyre të drejtave, për të garantuar një nivel mbrojtjeje të njëjtë me atë të vendeve të Bashkimit Evropian.

Si rezultat i ndërgjegjësimit të qytetarëve dhe bizneseve mbi rëndësinë që ka regjistrimi i objekteve të PI-së, për vitin 2019 në Drejtorinë e Përgjithshme të Pronësisë Industriale janë depozituar:

• • 1157 aplikime kombëtare;
• • 2664 aplikime për shtrirje ndërkombëtare për regjistrim marke
• • 913 aplikime për patenta;
• • 1 aplikim për modele përdorimi;
• • 16 kërkesa për regjistrim kombëtar të disenjove industriale;
• • 1 kërkesë në lidhje me treguesit gjeografikë.

Me kënaqësi shprehem se viti 2019 është finalizuar me rezultate të kënaqshme për Drejtorinë e Përgjithshme të Pronësisë Industriale.

Shifrat e këtij viti vijnë si rezultat i ndërgjegjësimit të biznesit vendas mbi rëndësinë që regjistrimi i objekteve të pronësisë industriale ka, por edhe të kompanive të huaja të cilat kanë treguar interesin e tyre për tregun shqiptar.

Këto rezultate janë një reflektim i punës së të gjithë aktorëve të përfshirë në sistemin e Pronësisë Industriale, të cilët kanë qenë një faktor kyç në finalizimin me sukses të detyrave dhe objektivave që burojnë nga “Strategjia Kombëtare e Pronësisë Intelektuale 2016-2020”.

Drejtoria e Përgjithshme e Pronësisë Industriale njofton të interesuarit se më datë 10 shtator do të organizohet online një “Seminar Rajonal per Gjyqtarët dhe Zbatuesit e PI në lidhje me çështjet e pronësisë intelektuale”.

Ky aktivitet organizohet për të pestin vit radhazi nga Zyra e Letonisë për Pronësinë Intelektuale në bashkëpunim me Organizatën Botërore të Pronësisë Intelektuale dhe me Zyrën e Pronësisë Intelektuale të Bashkimit Europian (EUIPO).

Objektivi kryesor i këtij seminari është të mbledhë së bashku të gjithë përfaqësuesit e sistemit të drejtësisë, gjyqtarët dhe zbatuesit profesionistë të PI për të diskutuar mbi zhvillimet më të fundit në fushën e pronësisë intelektuale dhe sidomos një nga fushat më kritike mbetet zbatimi I të drejtave të PI-së.

Do të ketë folës të shquar nga Gjykata e Lartë e Letonisë, Gjykata Federale e Gjermanisë, Gjykata e Hagës, Universiteti I Varshavës etj.

Çështjet kryesore që do të diskutohen do të jenë Patent litigation, mbrojtja e shenjave dalluese të paregjistruara, mbrojtja dhe zbatimi i të drejtave të PI-së në dritën e të drejtave themelore, Sistemi i Klasifikimit të Nicës etj.Gjuha e seminarit do të jetë anglisht.

Në datat 30 qershor – 1 korrik 2020, Këshilli Administrativ i Organizatës Europiane të Patentave (EPO) diskutoi edhe Marrëveshjen e Punës midis Organizatës Europiane të Patentave (EPO) dhe Drejtorisë së Përgjithshme të Pronësisë Industriale, pranë Ministrisë së Financave dhe Ekonomisë.

Nga kjo marrëveshje, do të përfitojnë ulje me 75% të tarifës bazë, rreth 100 aplikime shqiptare në vit nga shpikësit e pavarur, sipërmarrjet e vogla dhe të mesme, universitetet dhe organizatat jo fitimprurëse.

Avantazhi kryesor i marrëveshjes do të jetë reduktimi i tarifës së raportit të kërkimit të hartuar nga ZEP për aplikantët shqiptarë në rastet kur kanë depozituar në DPPI për çdo:

• – Aplikim Ndërkombëtar për patentë për shpikje, bazuar në marrëveshjen në fushën e patentave,
• – Aplikim kombëtar për patentë të depozituar në DPPI.
